 | Before the Legislature adjourns tomorrow, the Republican and Democratic leaders in the Assembly and Senate have agreed to take up votes on two budget plans - a plan that closely mirrors the Governor's May Revision, which includes deep cuts to education and children's services and no additional revenues; and the plan adopted by theLegislature's Budget Conference Committee.

CUSD Budget:
Of the $34 million projected CUSD budget deficit for the 2010/2011 school year, approximately $9.5 million is still to be identified. The settlement with CUEA (teachers) and the cost savings/revenue opportunities determined at the February budget workshop account for the approximately $24.5 million which has been identified. The 2010/2011 budget is due to the Orange County Department of Education by June 30, and in order not to submit a self-qualified budget again, the district must demonstrate fiscal solvency for the 2010/2011 school year and two subsequent school years. In addition, as a result of the May Revise, CUSD could be faced with a $244 per pupil cut to the revenue limit, perhaps causing the budget deficit to grow.

KEEP OUR EDUCATORS WORKING ACT
Senator Tom Harkin has introduced an education jobs bill, called the Keep Our Educators Working Act (S. 3206), in the U.S. Senate that would continue federal stimulus funding for education for one more year. This bill would provide $23 billion nationwide to school districts facing catastrophic budget cuts. California schools would receive billions of dollars if this bill is passed.

Currently the CUSD budget deficit for the 2010/2011 school year is approximately $34 million. The interim report submitted to OCDE in March was a self-qualified budget (meaning CUSD MAY NOT be able to meet its fiscal obligations) as the district must demonstrate fiscal solvency for the current and two subsequent school years. The CUSD Board of Trustees continues to attempt to identify the needed cuts from the 2010/2011 budget. The contract settlement negotiated with CUEA will have a significant effect on the budget.

The interim report submitted to OCDE in March was again a self-qualified budget (meaning CUSD MAY NOT be able to meet its fiscal obligations) as the district must demonstrate fiscal solvency for the current and two subsequent school years. The CUSD Board of Trustees continues to attempt to identify the needed cuts from the 2010/2011 budget.

CUSD Budget
Currently the CUSD budget deficit for the 2010/2011 school year is estimated at approx $34 million. The next interim report will be submitted to OCDE in March and will again be a qualified budget as the CUSD Board continues to attempt to identify the needed cuts from the 2010/2011 budget. CUSD Special Board Meeting
The CUSD Board of Trustees called a special meeting on Saturday October 24. They announced that they were going to retain counsel to represent CUSD in connection with the decision on September 30 of the OC Committee on School District Organization. CUSD is seeking a change in the date of the election to potentially change the way we vote for trustees from June 2010 to November 2010.

Orange County Committee on School District Organization Hearing
• A petition to change the way CUSD voters elect trustees was submitted to the county with the requisite number of qualified signatures. Therefore, the Orange County Committee held a public hearing on September 30 in the CUSD Board room to consider the petition.
Results of the Orange County Committee Hearing
• The OC Committee approved the petition and set an election date for June 8, 2010. Since the CUSD Board of Trustees voted earlier in the month not to pursue a waiver request, the election could cost $400,000 - $500,000 plus demographer fees.
CUCPTSA Position
• Now that this issue has become a ballot measure, a committee will be formed to determine if PTA can take a position on the issue, and if so, to determine a position.
